The officer needs to visually observe one vehicle traveling faster than the rest. That is how they know which vehicle is speeding. The radar simply shows the speed of one of the vehicles, it does not say which vehicle. If the radar displays 80 mph and the truck is traveling at 80 mph but the sports car next to it is traveling faster, then the sports car is stopped for traveling at least 80 mph.
