Could be a slow day and the officers were bored. could be a major disaster. Could be a naked women call and all the male officers in town showed up. Could be they were eating breakfast together and decided to go along when the call came out. could be a recruits first job and others came to observe or an old timers last job. Lots of cops used to show up to one of my old partners jobs because he was entertaining. Police work has no set rules and all depends on a lot of circumstances. I have worked homicides where only one car has shown up to the shooting and worked minor batteries where 20 cops showed up. Could be anything.
