What is causing my car to make a loud clicking sound whenever it is powered on?

I have a 2002 Ford Explorer and all of the sudden there has been a loud consistent clicking noise coming from the back left side of the car. I opened up the protective cover and the noise is coming from a black plastic box. There are no warning lights that have appeared yet. Should I be conserned? It does not seem to be affective the car’s performance, however, it is extremely annoying. Thanks for any suggestions on why this is happening!

It wouldn’t be a power antenna for the radio would it. I have heard of them making a very loud clicking when the motor jams or the plastic track breaks.
