A propeller is just a rotating wing.  It generates thrust (axial lift) by rapidly pushing air backwards, creating high pressure behind the propeller, and low pressure in front of it.  This leads to a net forward force on the propeller.

An oar generates thrust the same way as an propeller.  As the oar moves through the water, it creates high pressure on the 'back' side of the oar, and low pressure on the 'front' side.
