fuel irregularities include doped fuel(thts almost never happened)...or doing something with the fuel or something related to the fuel which may give adventage to the particular car.

the recent fuel irregularity was of(with) Lucky Strike BAR Honda who created an extra fuel tank and tried using them as ballast(load put on racing cars so as they meet the FiA standards which say cars(f-1) must not weigh more than 605kg during free qualifying practise sessions and rest all times must weigh 600kgs)so they put up fuel in those extra tanks created(the tanks were situated in the sidepods) and as the race progressed they used the fuel too and were weighing less their competitors too(whooo)

Christos swc has described the rules well.
There have been a few penalties in the past.
1984-Tyrrell.
There F1 car started the race under weight, at the pit stop they refulled with lead balast in the fuel to get the car up to the limit.
Penalty, stripped of their entire seasons points.
2005- BAR
The car was very slow up until the San Marnio GP wher Button and Sato finished 3rd and 5th, it was found out that BAR were using fuel as ballast weight, effectivley making the car underweight between fuel stops.
Penalty, re design and banned from Spainsh and Monaco GPs.

They get fuel samples and test them against the control sample they have acquired from the fuel supplier of the team.
Fuel companies must submit any new fuel to the FIA and they're not allowed to make any changes in composition even within the regulations without notifying the FIA before they supply it to the teams.
The fuels are also checked for temperature and volume other than composition.

There are rules about fuel quantity... for example, in the formula one, at the end of the racing, all cars should have 1liter of gasoline.
