What causes a car to run cold all the time other than the thermostat?

The car will run normal temp after sitting at idle. But once you drive it around it drops back down. I have already changed the thermostat and it did nothing at all.

    Don’t complain, you have a cool running car, the only thing I can think of is the fan if electric is kicking on at the wrong temperature and keeping it too cool. mister ss
