What is the best car for cheap insurance?

I am 17 now and am looking at buying a car. I have seen a Volkswagen Polo for £699. It is a 1L engine, no modifications and only has a top speed of 96mph, not exactly a boy racer car. It also has a standard manufacturer’s alarm. Will this be a cheap car and how do I make it even cheaper?
Or should I get insured on my mum’s car; 1.3L Ford Fiesta with central locking. Again no modifications?
If anyone has any suggestions on what other car to buy please respond. Cheers
