How do I get my car insurer to payout the actual value of the car minus the excess?

A couple weeks ago I had an accident that resulted in £3000 worth of repairs, and the car was valued by the garage at £2650 minus the £250 excess. My insurer has sent me an email and has offered a settlement of £1500 minus the £250. Am I wrong in thinking this is ridiculous?! I only bought the car 3-4 weeks ago for £2500, so what can I do to up this figure?

Will my car become salvage title if the insurance pay after an accident?
