Reinform is right. Why in the world consider doing this? There has to be a safer solution to your project. Even if this isn't illegal, it should be. A battery is heavy. Aside from spilling electrolyte, if it broke loose in an accident, it would cause a lot of damage to anything that it struck. In cases like this, follow your common sense. Mine tells me that this is too unsafe to be practical.

Try LiOn batteries. They don't explode that easily.

Uh. I would guess not. Just watch out for that battery acid. It will eat through steel eventually.

There's not been any legislation prohibiting what you suggest. The only libility you would encounter would arise if you had an accident and the batteries spilt acid, on property, on people. Also, if you live in a forest fire prone area , or your vehicle is parked near a house fire, the hydrogen.....need I say more?
I would do a bit more research into power packs and aternative power units.

There Isn't anything illegal about it, and make sure it is well ventilated. The only problem you might have is any buildup of corrosive acids which may eat through your roof.
