The truth is, the answer to this can vary...from your orders, to where you are going, to rank, to budgetting issues for the unit paying for the move. The only way to get a truely accurate answer is to talk to whomever is co-ordinating your PCS. They can tell you what is or isn't allowed. As for a car not able to be towed..most newer cars must be placed on flat beds and moved that way instead of with tow trucks. As you can see there are a lot of different replies. There is a possibility of getting a 2nd POV shipped when in CONUS but only when it is cheaper for the government to pay for the shipment than it is to pay out MALT and Per Diem.
