How do you change a car title over to another person in Pennsylvania when you still owe on the car?

You need to contact the bank that you make your payments to. They can help get you prepared for the sale. Selling a car that has a lien on it is a common occurrence. Just be sure to let the buyer know ahead of time so there are no surprises. They would go to the bank with you and would pay them directly to clear the lien.

You cannot sell your car until/unless the lien on it has been satisfied. Tip: I can sense where you are going with this so don’t let the other guy simply drive your car and “take over payments”. That would be a big mistake. It is easy and pain free to sell a car that you still owe money on. It is done thousands of times each day
