Absolutely. Is it a good idea? Given that people can't even manage driving cars around without crashing them into each other, creating mind-numbing numbers of deaths on a regular basis, probably not. That's why pilot training is so extensive. The margin for error in flight is much smaller than that for an automobile, and seeing the way most people drive, there's no way I would want them piloting an aircraft, even if it was a jetpack. Does the technology exist to provide people with personal flying craft? Absolutely.
